With the Guangdong Free Trade Zone in operation, Qianhai, in a bid to streamline company registration processes, is now able to fully implement the “One Certificate Three Registration Codes” scheme.
“One Certificate Three Registration Codes” operating licenses were awarded by Qianhai authorities to six companies, including China Merchants China-Belarus Investment Ltd (Shenzhen) and the Bank of Beijing, on the very first day Qianhai’s Shekou district came into operation.
“One Certificate Three Registration Codes” refers to a scheme that awards, at the same time, three licenses to a company that applied for them. These licenses are the Industrial and Commercial Operating License, the Tax Registration certificate, and the Organisation Code Certificate. In late December last year, the Authority of Qianhai implemented the “Four Licenses as One” enterprise registration process, allowing organisations and enterprises to collect the Core Business Operating License, Organisation Code Certificate, Tax Registration certificate and the Seal Permit at the same time. Through Qianhai’s “One Certificate Three Registration Codes” scheme, an applicant's operating license will contain registration codes that reflect its industrial or commercial status, tax status and quality level assessment. Thus, upon obtaining a Seal Permit, the applicant’s operating license will be available for collection.
In addition, as Qianhai is still in a developmental stage, most enterprises would currently need to register themselves with the Qianhai Business Secretary Company. As there are many companies wanting to register their business addresses, one would first need to make an appointment and wait in line in order to complete the registration process.
Starting April 21, the Secretary Company has streamlined the application process by removing the requirement for appointments. Upon completing the “Pre-Approval of Company Name” process online, new enterprises can subsequently register their business addresses via the “Qianhai e-Station Service Counter”. The Secretary Company will be able to complete verifying applications within two to three working days.
Thereafter, the person who submitted the application will receive a text message notification on his/her handphone to inform him/her that he/she can now submit the “Establishment of Industrial or Commercial Business License Application” via the municipal regulatory committee’s website. Should the applicant require a hard copy of the address hosting agreement, he/she can do so by heading down to the Qianhai e-Station Service Counter Administrative Lobby and then signing an agreement at counter 24.
