The State Council has announced that it will promote a three-in-one business license to streamline registration systems from October. But the city of Shenzhen in south China is already at the forefront of such reform. It has been promoting a five-in-one business license since July.
The decision was made to implement the five-in-one business license on October 1 in order to reduce administrative approvals for startups and improve the business environment.
There are two unique features on this business certificate. One is that it has a unified national credit number, which covers a business license, tax registration, organization code, public security and social security. The other is this two-dimensional code, which any official or individual can scan using a smartphone and immediately see all the relevant information about the company.
Businesses without an integrated business license under the Three-in-One or Five-in-One system should now upgrade. The deadline for converting to Five-in-One certification is December 31, 2017. Beyond this date, all five certificates held by the company, now encompassed by the Five-in-One system, will be deemed as invalid and canceled.
