How Can Foreigners Start A Recruitment Company In China

For a foreign national to set up a recruitment company in China, there are some requirements to be meet with to investment in this field and apply for human resources service license in the following two business structures:

JOINT VENTURE

In most cities in China, JV is the option for foreigners to invest in recruitment industry. Both the Chinese investor and the foreign investor should be a human resources service company that has been established for over 3 years. The Chinese investor’s share ratio should be no less than 51% and the foreign investor’s share ratio should be no less than 25%. Only Joint Ventures that meet with these standards among other legal requirements can apply the human resources service in most cities in China.

WFOE

Under this classification there are two options:

Option One: You can set up a WFOE in Nanchang City, need to have equipped physical office; hire 5 human resources professionals; issue capital verification report of at least 5 million RMB.

Option Two: You can register a HK company first and then use the HK company to set up a WFOE in Hengqin FTZ, Zhuhai. Need to have equipped physical office; hire 5 human resources professionals; issue capital verification report of no less than 100,000 RMB.
