Shenzhen Social Insurance Bureau 
The Shenzhen Social Insurance Bureau is the Shenzhen government agency that administers the city's insurance system. The system includes retirement, medical,casualty,unemployment and maternity insurance. A comprehensive insurance system was a mission critical project as the Insurance Bureau is responsible for implementing China's reform of its state owned economy.The system covered over 2 million participants by the end of 1999.To manage such a large and complex insurance system,the Insurance Bureau needed an efficient system that could not only automate office administration such as file management, indexing and searching,but also provide data management,application processing,insurance payment and collection and customer services.


Shenzhen Social Insurance Policy
Pension Insurance
Individuals holding a Shenzhen hukou are entitiled to the standard pension insurance, plus a local supplementary pension. The social insurance contribution based is the monthly salary of an employee, but it cannot be higher than 300 percent of the average monthly salary of an employee in the city during the prvious year, and cannot be lower than the city’s minimum monthly wage level.Monthly Pension Payment = 22 percent of contribution base (14 percent employer, 8 percent employee)

Non-Shenzhen Resident
Individuals working in Shenzhen without a local hukou are entitled to the standard pension insurance, but not the additional local supplementary pension. The social insurance contribution base is the monthly salary of an employee, but it cannot be higher than 300 percent of the average monthly salary of an employee in the city during the previous year, and cannot be lower than the city’s minimum monthly wage level.Monthly Pension Payment = 21 percent of contribution base (13 percent employer, 8 percent employee)

Unemployment Insurance
The contribution formula for unemployment insurance is:Minimum monthly wage of Shenzhen times 3 percent (2 percent paid by employer and 1 percent paid by employee) The payment method for work-related injury insurance remains the same and over-age pension insurance contributions have been cancelled for individuals holding a Shenzhen hukou. New regulations concerning medical insurance and maternity insurance contributions are currently under revision, and the payment of these two insurances should still be carried out according to the existing methods.
 

Main Duties of Shenzhen Municipal Bureau of Labor and Social Insurance
The Shenzhen Municipal Bureau of Labor and Social Insurance is a department designed to promote the development of local labor market and social insurance system.
Its major responsibilities include:

1) to implement national laws, regulations, policies and guidelines on labor and social insurance work, and to formulate relevant local regulations, policies and guidelines; to formulate annual as well as long- and medium-term plans for the development of local labor and social insurance, and to direct the implementation of the approved ones; to formulate local standards for labor and social insurance issues, and to direct and supervise their implementation;

2) to provide comprehensive management services for labor resources and employment issues; to plan and regulate local labor market; to supervise employment services and to improve local employment service system; to provide comprehensive management services for the city's overseas employees as well as relevant agencies; to regulate recruitment issues; to formulate and implement local policies for the introduction of professionals; to undertake necessary placement work according to relevant policies; to provide guidance for overseas employment; to regulate overseas agencies in the businesses of labor recruiting, consulting or training; to undertake the general work of the Municipal Employment Work Committee for Local Residents;

3) to provide unified management for vocational training issues; to direct the implementation of national standards for occupation classification and vocational skills; to formulate vocational certification policies and to promote the vocational certification system; to direct the certification procedures for local workers' vocational skills; to regulate local training schools, vocational training agencies and certification agencies; to direct the establishment of a labor reserve system;
