National Environmental Policy of Cayman Islands

The Cayman Islands currently enjoy one of the highest standards of living in the Caribbean region and the government recognizes the important role of the natural environment in creating and maintaining the economic growth and other conditions that support this way of life. Government is therefore committed to obtaining the maximum benefit from our development opportunities while ensuring the conservation of our natural environment and resources.

 


In addition, government’s environmental policy will take into account:
1. the culture and traditions of the Cayman Islands, the need for sustained economic growth and the preservation and enhancement of Cayman’s attractions as a tourism and financial services centre;


2. The need to simplify and streamline decision-making procedures and to make them comprehensible and, whenever possible, open to the public;


3. that new structures and procedures should stimulate and not obstruct or be perceived as an obstruction to sustainable development.

 


The broad Goals of government’s policy on the environment are as follows:
1. To manage the human use of the natural environment of the Cayman Islands so that it yields the greatest continuous benefit to present generations while maintaining its potential to meet the needs and aspirations of future generations.


2. To integrate consideration of the conservation and sustainable use of the natural environment into national physical and economic development planning and, in so doing, to aim for solutions which benefit both the environment and development.


3. To promote the protection of ecologically critical terrestrial, marine and coastal areas, and preserve essential habitat for the flora and fauna of the Cayman Islands.


4. To effectively implement obligations under the Multilateral Environmental Agreements extended to the Cayman Islands, and to continue to cooperate with and contribute to regional conservation initiatives.


5. To seek expert advice and consult openly with interested parties on decisions affecting the environment.

 


Strategies
1. Enact legislation such as the Draft National Conservation Law and the Endangered Species Trade and Transport Law to provide the necessary regulatory framework to adequately address current environmental issues and to help ensure that Cayman complies with its treaty obligations under a number of multilateral environmental agreements.


2. Establish a National System of Protected Areas, starting with the creation of the Barkers National Park.


3. Promote and support scientific research and monitoring programmes aimed at addressing issues relevant to the sustainable use and management of the natural environment and resources of the Cayman Islands.


4. Formalise the requirement for environmental impact assessments in the development planning process.


5. Promote cross-sectoral consultation on development proposals within the public sector.


6. Encourage the use and development of green technologies; actively support the use of renewable sources of energy.


7. Conduct and support environmental awareness and public education programmes.


8. Encourage involvement of NGO’s and voluntary organisations in matters of environmental conservation and general beautification of the Islands.
