China’s Special Administrative Regions (SARs)

The only two SARs are HongKong and Macau. Article 31 allows “the state” being China, to establish special administrative regions if necessary. SARs are their own administrative regions and have their own chief executive. They also have their own law, that state they are local administrations of the People’s Republic of China.

 

Hong Kong (SAR) Logistics
Hong Kong is a logistics center for both China and Southeastern Asia. It ia a tariff-free port . Hong Kong’s Chek Lap Kok International Airport was one of the busiest international air cargo facility.Chinese National Government has future plans to connect Hong Kong with other cities surrounding the Pearl River Delta via railways and roads. In 2003, Hong Kong signed the Closer Economic Partnership Arrangement (CEPA), a free trade agreement, with the Chinese National Government. Construction has begun on the Hong Kong-Zhuhai-Macao Bridge, estimated for completion in 2016, that will reduce travel time , helping more efficient trade. Chinese National Government  planned to make Hong Kong the Southern terminus of a high-speed railway that will link Beijing to Shanghai and other Chinese cities.

Hong Kong Investment Promotion Authorities And Incentives
Because of its status as a Special Administrative Region in China, Hong Kong is able to offer unique investment incentives for both foreign and domestic enterprises that are unmatched  Hong Kong’s tax system like this : Enterprises pay a 16.5 percent profit tax, a 15 percent salary tax, and no sales tax, dividends tax, capital gains tax, value added tax, or customs tariff (except on a few heavily regulated products).  Forbes’ Tax Misery Index 2009 rated , it is  third lowest in the world.Hong Kong’s taxes the lowest in Asia Pacific

 

Macau (SAR) Logoistics
Macau lacks the land area necessary for large industrial operations because it is an area of 11.2 square miles. It has no railways , and very little industry other then gambling and tourism. However, Macau’s status as a free trade port attracts sizable logistics operations. Macau is located along the central coast of Guangdong province, bordering the Zhuhai Special Economic Zone (SEZ) to the East. Macau International Airport operates a relatively large air cargo operation for its size.It processed only 250,000 tonnes of cargo each yaer, less than the Chinese average port. Highways connect all three islands of Macau to the Chinese mainland cities of Zhuhai Guangzhou, and Shenzhen, and a bridge, may be completion in 2016, will connect Macau with Hong Kong.

 

Macau (SAR) Investment Promotion Authorities And Incentives
In China, including the Macau (SAR), government run investment promotion authorities that promote trade and foreign investment in area. While the Ministry of Commerce of the People’s Republic of China (MOFCOM) has authority for investment in greater China, it can be very helpful to reach out to similar agencies at the local and provincial levels as these organizations possess intimate local market knowledge. Many regional authorities will also offer additional incentives to foreign companies seek invest in specific industries.
