With the Chinese market has been opened , China's economy is becoming well . In the coming decade, the kinds of jobs that have driven China's economic growth in the past could decrease at an even faster rate. Chinese policymakers emphasise that they are focusing on labour market performance rather than GDP growth. Many low-cost, labour-intensive industries have already shifted substantial numbers of jobs to Southeast Asia, while the creation of the value-added jobs the Chinese government covets has been constrained by the limited skills the labour market can currently provide.

Improving and strengthening capacity of trade unions to carry out genuine collective bargaining. As a result of the continuous joint efforts, practices of collective bargaining have spread to different regions and sectors in China. Efficient, effective and fair system of labour dispute settlement is a key to industrial peace and social justice. In particular, with a growing number of interest disputes where workers demand their fair share of economic wealth created by both employers and workers. With further reform of representational foundation of collective bargaining, collective bargaining is expected to become a key instrument to determine and improve working conditions, including wages.
