Guangzhou focuses on setting up trade remedy system in line with WTO rules to help enterprises respond to international trade friction and maintain trade fairness.
Trade friction management mechanism
In 2011, Guangzhou had 18 international trade friction cases in product export, covering light industry, electronics, electromechanical equipment, etc. The amount of money involved in the cases mounted up to US $ 42 million. Trade investigations Guangzhoure mainly initiated by the EU, US, Canada, India, Australia and Peru. Thus, Guangzhou have set up a coordinated mechanism consisting of government authorities, organizations and enterprises to jointly cope with trade frictions. The government authorities provide enterprises with case-specific legal training and legal consultation, as guidance for companies to respond to prosecution in terms of legal procedures, prevention measures, practical operation and solution of hot issues. Chambers of commerce, associations in various fields and especially bar associations are in charge of organizing response to prosecution, employing professional lawyers and carrying out counterplea to help enterprises ensure their legitimate rights. As the main part of trade frictions, enterprises should respond to international trade frictions proactively to protect their own rights of fair trade.
Joint response mechanism of fair trade in the Pearl River Delta region
Led by Guangzhou, nine cities of the Pearl River Delta with similar economic development conditions and industrial structures have built an integrated cooperation mechanism to collect and share information, jointly respond to prosecutions, organize fair trade training, do researches, give full play to their advantages respectively, and together cope with international trade frictions.
Joint response mechanism of technical barriers to trade.
Guangzhou is one of the first cities across China that has set up a joint response mechanism of technical barriers to trade (herein after refers to TBT) with the involvement of multiple government authorities and the technical support from Guangzhou Notice and Advisory Center of WTO/TBT China. The mechanism concentrates on pillar industries in Guangzhou, sends TBT forecast and early alarming, conducts international cooperation, offers customized services and takes charge of notice, assessment, publicity, training and database construction. The Center has co-worked with Shiling Township government to build China’s first industrial TBT research base, leather TBT research base, in Shiling Township, Huadu District of Guangzhou. The combination with specific industry ensures the efficiency of anti-TBT. The TBT research and response work in Guangzhou develops smoothly for years, which promotes Guangzhou’s foreign trade and economic development.
Early alarming monitoring mechanism of import and export
Guangzhou have set up an early alarming monitoring mechanism of import and export with government authorities as the main body, the municipal furniture association, electronics association and other industrial associations as demonstration institutes, and main export-oriented enterprises in 12 districts and towns as the target of early alarming. In 2011, Guangzhou edited six bulletins on fair trade of import and export, published 26 pieces of early alarming information and monitored products for more than 600 times.
