China To Support Shenzhen To Be A Most Strategically Important City

In 2019, the Central Committee of the Communist Party of China (CPC)  and the State Council has issued a statement detailing how the country will support Shenzhen in building a socialist demonstration area.

 

The statement highlights Shenzhen's strategic positioning and expresses strong support for reforming the growth enterprise market registration system, underlines the city’s democratic and legal environment, and features an education system reform that Shenzhen parents and citizens are particularly concerned about.

 

This implies that Shenzhen is on the verge of going through major reforms and plans to open up more in order to catalyze further innovation and development in the region.

 

Below are details expressed in the official statement:

 

1. Shenzhen strategic positioning
Shenzhen is aiming to rank among the world’s top cities in terms of economic strength and high-quality development, with world-class R&D productivity and industrial innovation. A push for more cultural diplomacy and internationally-praised public service and ecological reforms are also on the agenda to help Shenzhen become a modern, forward-thinking, and highly innovative global hub. Shenzhen will witness pioneering growth and development in economic competitiveness, R&D investment, cultural industry, public services level and ecosystem quality by 2025.
And by 2035, Shenzhen is anticipated to set a national model of high-quality development, a world-leading city in terms of economic competitiveness, and a global capital of innovation and entrepreneurship with global influence. Shenzhen will become a epitome for China to transform itself into a powerful modern socialist country.

 

2. Supporting 5G, AI and other innovations
The comprehensive national science center will be built mainly in Shenzhen, which will play a key role in the construction of international science and technology innovation centers in the Guangdong-HongKong-Macao Greater Bay Area.


More financial, technical, talent and facility support will be put into place for Shenzhen to continue to build major innovations such as 5G networks, artificially intelligent technologies, cyberspace science and technology centers, and laboratories for life information and biomedicine.

 

3. Convenient exit-and-entry systems
Substantial measures and policies will be implemented for the introduction of international talent, and to establish more convenient exit-and-entry systems in the future.

 

4. Encourage more international organizations and institutions
Shenzhen will carry on the reform of foreign exchange management on a trial basis, welcome and  support more international organizations and institutions to set up a base in Shenzhen.

 

5. Big data center
There will be more support seen in building a big data center in the Guangdong-Hong Kong-Macao Greater Bay Area.


Focus on big data, cloud computing, artificial intelligence and other technologies, efforts will be made to improve the level of intelligent and professional social governance. The social credit system will be reinforced and take the lead in building a unified social credit platform.


Another thing to note is that the government will also explore ways to ensure data property rights and privacy protection mechanisms, and improve network information security in the future.

 

6. Hong Kong and Macao residents can receive mainland Chinese benefits.
Further for the residents of the Hong Kong and Macao territories working and living in Shenzhe, they can enjoy the same benefits as those born and raised in mainland China.


Shenzhen will also improve the real estate market development and accelerate efforts to facilitate low-rent housing as well as accommodation for high-level talents working in Shenzhen.

 

7. Testing cutting-edge medical technologies
Shenzhen is trying to become a more welcoming destination for medical doctors internationally, and testing highly advanced medical technologies to facilitate doctors as possible to operate at their best.

 

Shenzhen is looking to become a more strategically important city in the Great Bay Area region and nationwide.
